ON THE ISSUE OF DIFFUSE POLLUTION OF WATER BODIES (overview)

Abstract:

Purpose: to justify the urgency of the problem of water bodies diffuse pollution formed on the watershed area from agricultural fields, and to identify the role of diffuse sources in the formation of total biogenic pollution of water bodies.
Conclusion. The concept of the "diffuse water pollution sources" as sources introducing pollutants, microorganisms, or heat from a watershed area changed under the influence of economic activity into surface or underground waters, in an unorganized way is defined. The classification of sources of diffuse pollution - potentially controllable and uncontrolled is given. The general scheme of water bodies diffuse pollution from agricultural lands that shows the routes of pollutants into the water body is considered. According to the native authors, the contribution of diffuse pollution into the formation of total biogenic pollution for watershed of minor rivers is considered, which turned out to be very significant, which emphasizes the urgency of the problem of diffuse pollution of water bodies and the urgent need to solve it at the legislative level. An example of water bodies diffuse pollution control at the legislative level in foreign experience is given; it is shown that, in general the US water policy is aimed at monitoring whether the amount of discharges from non-point and point sources in the territory under consideration exceeds standards. The Single Unified system of state environmental monitoring (state environmental monitoring), created to ensure the environmental protection in Russia, is analyzed. A review of the system of regulatory documents state that may be relevant to the management of diffuse runoff is carried out, which revealed that currently the diffuse pollution sources in Russia are outside the monitoring, control and water protection systems.
